When Washington pulls back

Government responsibilities do not disappear simply because one level of government stops paying for them. Federal retrenchment frequently shifts costs downward to states, municipalities, institutions, households and businesses that possess narrower revenue bases and less capacity to absorb volatility. What appears as a federal saving can therefore become a local obligation.

Trade policy works through a similar chain. Tariffs and economic disruption change input costs, investment, employment and ultimately the tax base on which local services depend. National policy choices therefore arrive locally even when local governments have no role in making them.

Resilience requires treating federal support, trade conditions and intergovernmental relationships as variables rather than permanent background assumptions. Communities need to understand which revenues are exposed, which obligations cannot easily change, and how much capacity they possess to absorb a shock before essential choices become unavoidable. Local fiscal strength is partly the ability to withstand decisions made somewhere else.
