Andrew Flynn is a Commissioner in Mt. Lebanon, Pennsylvania, representing Ward 5, and
President of CONNECT, the Congress of Neighboring Communities, a coalition of 41
municipalities working with Allegheny County and the City of Pittsburgh on shared regional
problems.

Professionally, Andrew is a municipal advisor whose practice covers long-range financial
planning, pension and OPEB obligations, capital planning, revenue structure, and
organizational strategy for public agencies. He previously served as Chief Administrative
Officer for Public Finance at BNY Mellon, and began his career in technology and enterprise
architecture. That combination shapes how he approaches public problems: as questions of
capacity, where money, structure, and operations either line up or do not.

He is also a volunteer firefighter and EMT with the Mt. Lebanon Fire Department.

Andrew writes regularly on public finance, local government capacity, regional service
delivery, mobility and street design, emergency services, and the condition of democratic
institutions. He was raised in a family shaped by public service and lives in Mt. Lebanon
with his wife Corey and their family.
