Andrew Flynn is a Commissioner in Mt. Lebanon, Pennsylvania, and President of CONNECT, the
Congress of Neighboring Communities, which brings together 41 municipalities with Allegheny
County and the City of Pittsburgh. Professionally he is a municipal advisor working on
long-range financial planning, pensions and OPEB, capital planning, and public agency
strategy; he previously served as Chief Administrative Officer for Public Finance at BNY
Mellon. He is also a volunteer firefighter and EMT. His writing examines whether public
institutions have the capacity to deliver what is asked of them, covering municipal finance,
regional service delivery, mobility, emergency services, and the health of democratic
institutions. He lives in Mt. Lebanon with his wife Corey and their family.
